The construction of vocational education teachers, as an important element,affects the development of vocational education.“Double-quality” professionalteachers can reflect the essential characteristics of vocational education teachers.Therefore, China issued a series of policy documents to guide and improve the“Double-quality” professional teachers construction.“Double-quality” professional teachers in China, as the research object, wasfound out the current situation being short of unified connotation interpretation and acomplete system to protect “Double-quality” professional teachers team constructionwhich in a series of system such as entry requirement, qualification certificate system,cultivating and training system etc. With the logical order of “problem raising-problem analyzing-problem resolving”, the author focus on the incomplete methodof “Double-quality” professional teachers in secondary vocational-technical schools,and cleaned up some relevant documentations in recent years which our governmentsectors printed out. Based on the excellent experience of vocational education inforeign countries, countermeasures were proposed and framework was made upwhich is a complement to the system of “Double-quality” professional teachers insecondary vocational schools, in order to meet the development of vocationaleducation in our country. The framework lays a foundation and provides a basis forthe “Double-quality” professional teachers cultivation system.Therefore, this thesis try to establish the “Double-quality” professional teacherscultivation system construction from the following five aspects: the first part wasoffering a suggestion to supplement the national laws and regulations. Giving adviceto the current laws and regulations which not involving the conception, in order toclear related department’s responsibility. In the second part was introduction of theSecondary Vocational School Teachers’ Professional Standards, which provide a basisto teachers’ training. The third part summarized three detailed links, such asimprovement of the Teachers’Qualification Regulation, certification of qualification standards, certification methods, qualification registration system and part-timeteachers’ management system. The forth part was construction of training system,including training quality standards, professional security standards, curriculumstandards and the practice of security system.The last part specifically detailedtraining system from three sides as following: examining measures, continuingeducation system and the system of corporate practice. The above suggestionspromote vocational education and provides policy guarantee to the “Double-quality”professional teachers in secondary vocational schools.
