Since the reform and opening, our country compulsory education made great achievements, but in the economic less-developed central and western rural areas the situation is still grim. Vigorously develop the rural education career, stable rural teachers, reasonable distribution of high quality education resources, promote the development of urban and rural education fair has become a priority for the rural education enterprise in our country. At present, the Midwest rural education development of our country generally exist the following problems:weak rural education funds, infrastructure education is not complete, rural teachers’ shortage, the teachers supplement mechanism imperfect, education resource configuration is unreasonable, teachers’ professional level is not high, the urban and rural education development level is very uneven.In order to solve the outstanding problems existed in rural education, in Hubei province has launched the "rural teachers funded action plan","rural compulsory education school teacher recruitment policy mechanism, etc. This article through the literature material law, comparative analysis method, interview method, case studies and other methods, according to own actual experience and policy practitioners survey, in the implementation of the new mechanism of positive significance and analyses the shortage of the summary. Study:the implementation of the new mechanism to a certain extent, ease the shortage of teachers in rural status quo, to enhance the overall quality of teachers in rural, widen the channels of rural teachers supplement, improve the rural school running level and so on. At the same time, also appeared many problems in the process of policy implementation, policy implementation does not reach the designated position, teacher management, unreasonable salary has not timely, etc. And in view of the problems put forward the following countermeasures:first, the reform of rural education evaluation mechanism, not to should try education effect; Second, stabilize the good momentum for the development of the rural education, improve the teachers’ salary system; Third, strengthen new achievements and new mechanism to establish and perfect effective security system; Fourth, the development of rural basic education career, based on improving teachers’ team construction; Fifth, widen the channel of the rural education investment, strengthen the education funds investment.
