All kinds of sports schools at all levels in talent cultivation bear theimportant task, is China’s competitive sports reserve talented person and theimportant cornerstone of the development of competitive sports, in the"Olympics strategy" plays an important role. Along with our country socialdevelopment and change, however, have basic amateur training graduallyatrophic phenomenon.In order to change the present situation of amateur training, furtherimplement the framework plan honor of the Olympic Games, to adapt to the needsof the development of competitive sports in the new period, to promote thedevelopment of national sports school at the grass-roots level, improve thequality of sports reserve personnel training, earnestly do a good job of thesports reserve talented person’s raise, the state general administration ofsports from2004to2008, from2009to2012,2013and2016, after12yearsthree cycles, in all kinds of sports schools at all levels in the country tocarry out the "national high level sports reserve talented person base" ofthat work.Play a decisive role in the sustainable development of national high levelsports reserve talent base of sports talent training in our country andathletic sports. However, that work also has some need improvement to clarifythe status of comprehensive work, sum up experience and lessons, theliterature data method, questionnaire survey method, field survey method,expert interview method, mathematical statistics and logical analysis methodused in this paper, the present situation of work on the "base" and identifyresearch. The main conclusions are as follows:1,"base" to create theevaluation work needs "base" that work group, members of the working partypolitical reliability, excellent professional quality, and made importantcontributions to create evaluation work on the "base", but the "base" thatwork group also exists between the grasp of standard working group unified,grasp the scale is not consistent, playing the "feelings" of the situationand the working group of experts on aging;2, the "base" reporting units tocreate the "base" of the understanding existence deviation, identified theconnotation of evaluation system is not accurate enough to grasp the "base",the declaration of materials exist after the compensation phenomenon and fraudphenomenon;3,"base" in the determination of evaluation index system in general is a scientific, impartial, strict, but with the development ofsociety, but there are also some be inopportune or inappropriate indicators,the need to revise.Based on the research conclusion is put forward the following Suggestions:1, for further quantitative indicators, optimization, make each index pointsmore scientific, reasonable and objective, put an end to "share" may, agestructure of expert optimization that working group, to form effective ladderlayer, training work successor;2, increasing recognition of the scientificmethod, such as establishing competition performance athletes archive, a yeararchive, establish the provincial annual delivery database such as athletes,reduce the human factors that work, may put an end to fraud;3, science, builda new "base" evaluation index system.
