Research On Major Issues Of Assessment Of S&T Of Universities

The "Twelfth Five-Year Plan" proposed to further implementation of the strategy of rejuvenating the country through science and education, to promote the construction of innovative country.Colleges and Universities as the important base for talent cultivation, practice and innovation, and the dissemination of knowledge,is the main battlefield of the implementation of the strategy of rejuvenating the country through science and education.To promote the development of science and technology research in Colleges and Universities,not only promote the overall national development of science and technology,but also conducive to the development of universities’own competitiveness of science and technology advance.The implementation of Assessment of S&T of Universities,is one of the effective ways and means to promote the development of national and University of science and technology.This dissertation mainly bases on Assessment of S&T of Universities, treats project as the research object,combined with project management related theory model, conducted in-depth inquiry in Evaluation of university research projects. Constructed the evaluation system of scientific research projects of universities, including a capacity model of continuous process improvement collaborative innovation of Assessment of S&T of Universities,and the corresponding evaluation index system of science and technology, and the evaluation process and ideas. On the basis of diagnostic-analysis-optimization-eval-uation Cyclic process, strive to promote the process continual improvement of Assessment of S&T of Universities,and achieve dynamically delivery layer rises, constantly improve the sustainable development of the ability of University of science and technology. To provide reference means and methods to solve the existing problem of evaluation of university scientific research management in our country.
