At present,Chinese higher education has entered a new stage of high-quality and connotation development.Improving the quality of undergraduate education is an eternal topic in higher education.The audit and evaluation of undergraduate education carried out by the ministry of education is an external evaluation of the quality of undergraduate education under the new situation.It is of great significance to solve the problems existing in talent training by taking the examination and assessment results as the guidance,to guide colleges and universities to make a reasonable positioning according to their own characteristics,to fully implement the central position of talent training,to promote the continuous improvement of teaching quality,and to improve the quality of talent training.Based on the theory of total quality management,Bloom mastered the theory of learning,Modern educational evaluation theory,stakeholder theory as a guide.Understand the concept of audit and evaluation,teaching quality,continuous improvement,assessment of students learning outcomes.By investigation research and studying literature,the thesis takes 20 local universities and colleges in Heilongjiang province as the research object.From the perspective of audit and evaluation,by investigating and materials which are provided by 20 local universities and colleges.This paper analyzes the current situation of undergraduate teaching quality in local universities and colleges in Heilongjiang province from the following aspects: orientation and target,teaching staff,teaching resources,training process,student work and quality assurance.On the basis of this,combined with the results of audit and evaluation,this paper finds out the problems existing in the undergraduate teaching quality of local universities and colleges in Heilongjiang province and deeply analyzes the causes of the problems.At last,we draw lessons from the experience of domestic and foreign universities and put forward countermeasures: Toconsolidate the position of talent training center by further clarifying training orientation and objectives;Improve the system and mechanism,increase the input of funds,improve the teaching ability and level of teachers;Actively raise funds,reasonably allocate teaching resources,improve more learning options for students;Renew the concept of education and teaching,deepen the reform of education and teaching,and constantly improve the teaching effect of teachers and students;Adopt various channels to promote the development of students and improve all kinds of indicators of teachers' teaching evaluation based on students' learning results to promote the continuous improvement of teaching quality.
