From sports facility management practices, existing stocks of our sports venues is very large. However, because of the large population base in China and serious shortage of sports grounds, the contradiction between the huge demand of the masses for sports and the lack of public fitness entertainment is very serious. At the same time, governments at all levels worry about a large number of idle and waste sports venues, the high cost of operation and maintenance for sports stadiums and a lower frequency of opening to the public. It is an important subject about how to make better use of existing resources of public sport stadiums, and how to meet people’s physical needs from improving the service ability of public stadiums. Currently the related research of the stadium’s capacity evaluation is in a blank state. The results of this study will supple the lack of research in this area at home and abroad, and provide important lessons for the development of other related disciplines such as sport management and the social sport.Through the methods of documentation, talking, questionnaire survey, logic analysis and statistics, this paper analyzes and studies the public service capacity evaluation indicators system of large sports venues from four capital cities (Xian, Wuhan, Jinan and Guangzhou) in China. There are seven and twenty-seven secondary indicators in this system. The primary indicators include human resources, facilities and equipment, time, space, customers’consumption, management, regulatory and management models. Human resources involve ideology and morality, the level of knowledge, skills and work ability; facilities and equipment contains four aspects of buildings, facilities, and subsidiary facilities for service and health condition of venues, and so on.After determining evaluation index and weight of the stadium’s public service capacity, the evaluation index system is applied to large stadiums in four capital cities such as Xi’an, Wuhan, Jinan and Guangzhou. Results show that the evaluation index system basically covers stadium’s service capabilities that should be involved in, and it is better able to evaluate public service capacities of stadiums.
