Homework is the extension of classroom teaching and added. Traditional English homework tend to form a single, mechanical, boring, make students passive to deal with, some students scrawl, appear even plagiarism. At the same time, also engaged in the thinking and innovative ability of students, suppresses the students’ individual character, make the student to experience the creative use of English in real life situation of excitement and happiness, which was doing his homework is a kind of pressure and burden. English course of study, main is to cultivate students’ communicative competence in English to communicate information. Therefore, the teacher to design effective operation, will all kinds of basic skills, listening, speaking, reading and writing have layers into English homework, let the students like to do homework, homework easily, make English homework really an extension of the English class, in order to improve students’ English ability and level. This paper mainly divided into the following four parts:The first part:introduction. First of all, current problems of rural primary school English homework. Second, understand the domestic and foreign research status about the elementary school English homework design. Then, put forward the primary school English teaching the importance of effective operations research. Then, in this article involves defining the core concepts. In the end, is introduced in this paper, research methods and research ideas.The second part:according to the questionnaire, the current primary school English homework for a careful analysis of the problems conscientiously summing up the reason.The third part:the effective operation of the implementation of the primary school English basis and basic principles. Firstly analyzed the insufficiency of traditional primary school English homework:make students produce school-weary psychology, hit the student’s study enthusiasm, and teachers themselves to the job seriously enough directly affect the students’negative attitude towards work. And discuss the significance of effectively design the primary school English homework. Then elaborated to effectively design the primary school English homework must be based on the principle of interested in principle, hierarchical principle, creation principle and moderate principle.The fourth part:the primary school English homework design effective implementation and evaluation. To carry out the education department of the spirit, to reduce the financial burden of pupil overweight school teachers should change the traditional operation mode in the teaching, design the effective operation mode, make the boring homework interest, thus improve the interest of learning English. While students finish the homework, of course, teachers’ effective evaluation is particularly important for homework, directly or indirectly, make students realize the importance of homework, more can stimulate the students finish the homework more effectively, and promote the communication between teachers and students.Design work effectively is the important way to amplify the students, to reduce the students’ learning burden, and improve the teaching of the teaching quality at the same time, more to stimulate the students’ learning enthusiasm and interest, foster the development of students’ comprehensive ability. Hope we can better the research of improving the existing mode of English homework, optimize our English homework design, and improve the quality of teaching.
