With reference to improving classroom teaching, numerous educators have completed a multitude of research on various topics. However, the question still remains "how to further improve the quality of homework?"In teaching theory, we have had a lot of experience with Formative Assessment. The author thinks that diversity, evaluation process, development characteristics of Formative Assessment and so on, will help us solve microscopic problems and regulation research. From the survey of the students’ homework load for middle and high grades, the author found some problems of task design, such as the assignments, randomness, lack of themed learning, lack of hierarchy, deficiency of the task evaluation of the main aim and some students’ lack of interest in English homework.This study guided by such theories as the theory of multiple intelligences, constructivism theory, Markov Chan development theory, combined with the characteristics of Formative Assessment, using the methods of literature, questionnaire survey methods, case analysis and other methods for primary school English homework design research. The purpose of it is through the hierarchical design and the theme homework assignments designed which base on the Formative Assessment to solve the problem in practical work. Let the students experience the joy of learning, build confidence in the process of doing homework, and promote the development of the students.Hierarchical operation design is on the basis of the English listening, speaking, reading and writing basic skills, and strive to make different levels of learning of the students have the harvest, reduce the burden of students.The theme of homework design is mainly according to the characteristics of English textbooks, student life, and attempt to enhance the capacity of the main line unit subject to design job, make content and student work in the life practice more closely, it can increase the students’interest, enhance the students’ comprehensive abilities in using English. From two kinds of task design implementation effect, the author feels the students are interested in learning, students like homework designs such as this; it gives the students a negative light quality learning effect. Through the analysis and case study, the author thinks that the hierarchical operation design and the theme homework design base on the Formative Assessment pay more attention to process, to highlight the subjectivity of students, to promote the development of students.
