English Curriculum Standards points out that teaching activities should not be limited to classrooms, but extended to study and life after classes. English homework is an effective extension to classroom teaching, as well as an important means of after-class learning for students. Homework design is definitely a critical link in English teaching. Since the popularization of English class in China in 2001, many scholars and teachers have been paying more attention to English homework design. More and more in-depth studies have been conducted on English homework. However, most of these studies focuses on a single aspect of homework such as interestingness, form, structure, evaluation method and so on, but only a few of studies involve in the overall level of homework design. Most of researches take English homework design as an independent variable to explore the current situation of homework design with observational method and survey method and the impacts of homework design on student’s learning interest, mastery of knowledge and skills, etc. However, a few of them take English homework design as a dependent variable to investigate which factors would influence the level and quality of teachers’homework design. Therefore, there are few suggestions on how to help teachers design high-quality homework.Taking Yanji YH School as an example, this research investigates primary school English homework design as well as students’ perceptions and the implementation of its functions. It is found that the overall level of primary school English homework design is only fair at present; the outcomes of primary school English homework is generally good, but there are deficiencies in perceptions of its difficulty and diversity, learning method, and relationship and interactions between and teachers and students; primary school English homework design is significantly correlated with the outcome of homework; lack of hierarchical homework content design and options and less integration into other disciplines leads to the deficiencies in students’perception of homework difficulty and diversity; the single design of way to complete homework results in the deficiencies in students’learning method and relationship and interactions between and teachers and students; lack of hierarchical homework content design and rare choices lead to the group difference in primary school English homework at present.The reasons are as follows:due to heavy workload and lack of energy, teachers depend too much on supporting textbooks and exercise books when assigning homework; teachers have an incomplete understanding of the functions of English homework and attach no enough importance to students’perception; obsolete management on English homework design in primary schools and many other factors hinder the diversity of English homework design.To deal with the above problems, the author put forward the following suggestions:comprehensively improve the recognition of the important role of homework and teachers should make preparations for both classes and homework; pay attention to the unification of the universality and individuality of homework design as well as the hierarchy and options of homework; homework content design should intensively integrate with other disciplines to increase the opportunities for partnership working; establish a homework process evaluation system and give more encourages based on the situation of each student; primary schools should transfer the focus on daily work inspection to individualized homework appraisal; build a sound incentive mechanism and encourage students and teachers to actively transform the old look of homework.
