"Faculty System" is a new management system of higher education, it is for improving the higher education system, enhance the ability of scientific research significance of major university. Through the implementation of system, on one hand can effectively integrate the University of all available resources, which is more conducive to the cultivation of innovation talents of science and technology; on the other hand, for the promotion of scientific research ability of university is a great opportunity, through the implementation of system can do. With the objective environment, the implementation of the development, from the macro environment, mainly the national education policy, the social and economic development needs, the successful experience of the inner attracts, cultural acceptance, cultural productivity needs; from the micro perspective, mainly as follows:the University in its connotation, need to improve the teaching and research staffs expectations to cultivate students’ comprehensive ability, requirement. Through the implementation of system, can let the school internal management more orderly, more reasonable division of academic power and administrative power, provide interdisciplinary platform for research and development, to facilitate exchanges and cooperation at home and abroad. But the development of system have a strong momentum of development and good effect, but it also has some problems, this is we need to objectively realize.Through the analysis of its existing shortcomings, advantage, will allow researchers to have a more clear understanding for faculty system, better find some measures to solve the problem of system in t(?)cess of applying. University internal management structure is not perfect, in addition to play the role of the University, the University "Faculty System" to stimulate the latent effectiveness. The main improvement measures include:to further clarify the functions of fully clear, status and function of University in the hierarchy, take all feasible measures to stimulate the internal vitality of the academic department, improve the internal management mechanism, the main measures of improvement, believe to be able to repair, insufficient, the faculty system can become more effective management of higher education.
