Research On The R&D Developing Strategy Of Research University

In the knowledge economy era, the process of globalization continues has been accelerating, the competition between countries has been growing. Degree of perfection of the national innovation system is the determinant of national competitiveness. College is an important part of the national innovation system, and important positions of personnel training and knowledge creation, transfer and application. Building world-class research universities is the key to strengthen our national innovation capacity, to deal with the world’s complex environmental challenges and to achieve long-term sustainable development. Implementation of the Strategy of rejuvenating China through science since1995has clearlfied the important role of education, especially higher education in promoting economic and social development. National Strategy Project of "211" project,"985Project" and "2011" projects has greatly promoted the development of higher education, especially research universities and confirmed the important role of research universities in our higher education and national innovation system. Research universities are considered to be "the strongest research universities in China, the backbone of higher education in China."The gap of level of development between Chinese research universities and world-class research universities is still far. Chinese research universities can not fully meet its building an innovative country in the strategic needs. Scientific strategic planning guidance is a must to promote the development of research universities and shape and enhance scientific research strength. Based on the strategic needs of the development of research universities, this paper first reviews the research on the research universities at home and abroad and basic concepts and features of research universities is defined. Then, combined with a lot of statistical data, the paper analyzes the current development of research universities and main advantages and disadvantages of Chinese research universities is conclude form both domestic and international comparison perspercive. Based on the theories and methods of strategic planning, general procedures and relevant points of srategic development plan for the R&D of research universities is proposed. Lastly, with a case study of Qinghua Uniersity, R&D development planning is analysed empirically.
