This dissertation analyzes mainly on the theories of strategic plan in colleges and universities of such classification: 1) being in the charge of provincial government and invested mostly by either provincial or municipal government; 2) serving for the municipality which the investment comes from and the areas around; 3) Bachelor-oriented higher education; 4) profession-oriented higher education, and graduates'vocational selection tends towards the practical areas of technology application; 5) Students are mostly native. Up till April 2006, there are more than 600 public run and local sponsored, regional universities and colleges in our country.The dissertation proposes as follows some new viewpoints on forming a strategic plan for colleges and universities of such classification mentioned above.First, the development of regional colleges and universities can be effective or ineffective. Effective development's target and course must be harmonious among three important functions (educating, enhancing science and technology, serving society directly), among four important sectors (teaching, research, service, management), and among five key elements (quality, enrollment, structure, benefit, speed). It also holds the following basic characteristics: 1.Education should meet the demands of society and educatees, and the quality should be steadily improving. 2. Academic ability to promote regional social progress is steadily strengthening. 3. Effects on local economic and cultural development are steadily augmenting and irreplaceable. 4. Cultural features, displaying the individuality of college and university, are more and more distinguishing, and the differences are more significant. 5. The development is sustainable.Secondly, strategy formulation is complicated. It often faces the dilemma of doing on second thoughts or planning while doing, relying on analysis or on observation, counting on strategist or on mutual discussion, management of changes or management by changes, and upholding or compromising. Therefore,"moderation"becomes a key factor of failure and success, no matter to a strategist or to colleges and universities. Development strategy of local colleges and universities is, firstly, about values—the most important factor to a strategy. Secondly, it is steadilyexpanded. The so-called"leap-forward development", which appears mostly in special cases, is not of great significance to the majority of local colleges and universities. Thirdly, it is a multi-objective strategy. Fourthly, it should be of differentiation because of the various requirements of our society.Thirdly, environment is the determinant of strategic option. There are many factors that can affect the universities'development environment, such as: social and personal demands, resources, human habitat and academic environment, public images, and orientation of other colleges and universities within the region. The key part of strategic option is to analyze the mode of action, action direction and intensity, and to maximize the impetus and minimize the restriction, to follow the inflexible restraint and break through the flexible restraint.Fourthly, Structurally, the strategic capability of colleges and universities can be classified as five types, as follows: resources capability—ability of material level, academic capability—ability of science and technology level, operation capability—ability of management level, system innovation capability—ability of culture level, concept capability—ability of philosophy level. And education capability is the integration of the above five. Resources, academic and operation capability can be duplicated or transferred, yet system innovation capability and concept capability cannot. The core competitiveness of colleges and universities depends mainly on the unduplicated abilities. Ideally, strategic capability should be a balance of the above five types.Fifthly, Selection of goals and models of education is essential to orient the colleges and universities within social development, education system and market segmentation. The classification of colleges and universities is, first of all, a classification of elite education and mass education. According to the status of China's modern higher education, all the regional colleges and universities should be classified as mass education. The classification index, proposed in this dissertation, emphasizes on the solution of three problems:"categories"of the institutes,"types"of the talents to develop,"standards"of talent development. From the viewpoint of"student", colleges and universities can be classified as academic, professional and vocational, according to goals of talent development. While from the viewpoint of"teacher", and according to the structure of staff composition, they can be also dividedinto teaching, researching and serving. In terms of standards of talent development, they may be of 3 different levels. And considering the large amount of professional institutes, we'like to move on, based on the courses structure of different education models, to classify as applied level I (profession comprehensive), applied level II (profession compounded) and applied level III (profession oriented). Besides, the vocational education aiming at different posts and positions, will be divided into l level I and level II.Finally, there are many possible combinations between missions of college and university, circumstances, resources, capability and objective, strategy and progress of development. To specify the development strategy of college and university is actually to select the most suitable combination. The rationalization of a strategy should be measured by its legitimacy, adaptability, and possibility of improvement, inner consistency, feasibility, risk level, diversity as well as flexibility. During the process control of implementation of strategy, it is always important to adequately coordinate and harmonize the conflicts of values, benefits, authorities and development unbalance.
