Analysis On The Investment Performance Of Urban And Rural Basic Education

Basic education is one of the most important stage in the whole education. Therefore, improving the level of basic education has an important influence for higher education even national quality. China, as a large country, its basic education plays a particularly important role in national education. The current society all circles pay great attention to the development of basic education. Since the "Long-term Education Reform and Development Plan (2010-2020)" was promulgated, governments at all levels have vigorously promoted education equity, and improved the quality of education in accordance with the guiding principle "priority development, educating people, innovation, promote fair and improve the quality". In the past three years, the major education policies have benefited rural, remoted areas and specific groups. It reflects the characteristics of taking education as priority. However, China’s basic education protection system is not perfect, education expenditure structure is irrational, the configuration of urban and rural basic education inequity continues to exis. This led to a big gap between the development of basic education and people’s earnest expectation.In view of this, based on literatures at home and abroad, the paper analyses the investment performance of urban and rural basic education, illustrated by the case of a emerging small city-Dongying City. And then put forward countermeasures to improve basic education investment combined with China’s national conditions,This paper consists of six parts. First, the introduction introduces the background and significance of the study, research ideas, methods and innovation of this paper. The second part describes the concepts, while previous review summarizes abroad theoretical point of view. The third part focuses on the development of urban and rural education investment on the history and present, summarizes the situation and effectiveness of investment of education in developed countries The fourth part focuses on basic education investment in the case of Dongying District in2010-2012. The fifth part analyses the situation of urban and rural basic education investment performance in Dongying District from enough, equity, efficiency and equilibrium. The sixth Part summarizes and appraises the effect of government investment on education, and put forward some opinions and suggestions on the work performance of basic education.
