For a long time, relatives to the overall development of rural areas is far behind the city's, not only in economic development level, but also in culture, education, technology, health, social security and other social development on the other baking. Third Plenary Session of the Party clearly put forward the socialist construction of the modern environmental culture is an important building of new socialist countryside content and an important guarantee for basic education in rural primary and secondary schools that meet the socialist cultural construction is the full realization of the cornerstone. Basic education in urban and rural development is unbalanced, have seriously affected the economic and social development of rural environment, which restricts the depth and comprehensive reform and opening up the global modernization.To change this unbalanced state of basic education, relevant departments of the CPC Central Committee put forward a clear order to solve the "San Nong" issue, we must balance urban and rural development. Balanced development of urban and rural means, it is necessary to co-ordinate the development of economic development between urban and rural areas, but also urban and rural social development, economy and society and promote each other; not only to material between urban and rural construction, but also adhere to the spirit of co-ordination between urban and rural areas civilization, material and spiritual civilization with both hands. Accelerating rural economic development to strengthen rural culture, whether it is agricultural development, rural progress, or rich peasants, are inseparable from the culture nurtured and nourished. Narrow the gap between urban and rural basic education between urban and rural is the material and spiritual civilization core. Basic education is not only the output for higher education students, but also to solve the problem of human resources in rural areas.
