As an important part of China’s sports, the development of youth sports is the foundation of sport for all, competitive sports and the sports industry. Therefore, the government must improve the construction of youth sports organizations, and there are many branches in youth sports public service platform, construction of China youth Sports Club (hereinafter referred to as "Club") is an important form of organization, which has social characteristics of a sports nonprofit public service organization. As a new social organizations, the China youth Sports Club is currently advocated by government, and its mission is to provide public sports services and to take some public responsibility. In the meantime it has to be able to operate independently, but the club indicates problems in organizational development, resource protection, mode of operation, supervision and management, especially when the government has invested a lot of money toward these clubs without a effective regulatory system, so that the majority of the Club set-existent, does not meet the original intention for creation of these Clubs.The methods of this study mainly are literature research, expert interviews and case studies. In the point view of the Nonprofit organizations, this study employed public-private partnership and the use of theoretical tools such as value engineering, and empirical case studies to "Yellow River in Shandong Jie Ying Taiwan’s national youth clubs and sports center "of the operation, in order to analyze and compare the differences between the through interviews, the introduction of solving the" problem of Chinese youth Sports Club "sustainable development faced by the construction of a sound and viable regulatory mechanisms and sustainable development model, the main results are as follows:1China Youth Sports Club presents a problem with its unclear concept characteristics, mainly due to lack of understanding of the mission to create a club, resulting in ownership is not clear in the case of club operations, which affects the development of the club. 2Chinese Youth Sports Club regulatory system is not complete, mainly because China has adopted a dual management system of social organization, leading to poor oversight issues.3Youth Sports Clubs in China can be taken in the public school outsourcing business model. Taipei sports center case studies taken in this mode, the effective transformation of government functions, but also enhance the effectiveness of public sports facilities in use.4Youth Sports Clubs in China can learn from institutional settings Taipei Sports Center Steering Committee joint operations. Each agency is responsible for its sports center in Taipei daily supervision and management, effective supervision work to promote the sports center.5Youth Sports Clubs in China can be "Yellow River in Shandong Jie Ying Youth Sports Club" a classic case of successful operation included the library. This club in organizational systems, resources, systems and evaluation system, relative to other clubs are relatively standardized and improved the club to carry out the work.6This study preliminary build China Youth Sports Club regulatory mechanism and mode of development, promote the development of the club.
