Research On The System Of Sports Industry Policy Of China

Since the end of20th century, industry policy is very important to promote economic development and proceed economic macro-control with fiscal policy and monetary policy. As the sports field, under the background of socialist market economy, the function of sports industry got materialized. In terms of market mechanisms, sports industry policy could play a role in Government’s macro-control, and overcome market defect. Sports industry policy can shape industry advantages and guide the sports industry to the extraordinary development. Sports industry policy can also reduce the cost of information and system friction. For the allocation of resources, sports industry policy can optimize sports industry structure and improve the efficiency of resources. In recent years, our state has enacted a number of sports industry policy, which covers all aspects of the sports industry and give a big push to the development of our sports industry. However, our sports industry policy system is still not perfect. There is a large room for sports industry policy to show its advatages. As the protection and booster for our sports industry development, researching our sports industry policy system is significant.By taking sports industry policy and sports industry policy system as the research objects, this thesis adopts the method of literature, logical analysis, mathema-tical statistics to study the research objects carefully. On the basis of existing research, hackling the emphasis of previous research on sports industry policy and problems in the research process, particularly for225policies that related with sports industry, summarizing the research framework of our sports industry policy system.(1)Our sports industry policy system is based on the characteristics of sports industry policy. Under the influence of various factors at home and abroad, depending on policy instruments, by connecting the different forms and contents of sports industry policy together, formed our sports industry policy in different development stages. (2) Our sports industry policy instruments include economic instruments, legal means, and administrative means which is more important.(3)The following is characteristics of our sports industry policy. Subject of sports industry policy is diversified. Industry policy instruments have particularity. Indtustial policy has hierarchy. Otherwise, in the process of evolution, sports industry policy is dynamic.(4) The factors that influencing the development of our sports industry policy include international economic environment and domestic economic environment. and domestic economic environment consists of population structure, wage structure, industry structure and investment structure.(5)Research, formulating and promulgation of our sports industry policy has passed through three stages. First is preparatory and initial phase. Second is exploratory and practical stage, and the third is the stage of initial success.(5)The contents of our sports industry policy contain sports industry orgazization policy, sports industry structure policy, sports industry distribution policy and technical policy of sports industry. Sports industry structure policy consists of the policy of sports competition performance, fitness and recreation, sports agent, sports goods, and sports construction.(7)Our current policy that exists is in the form of law, central file, administrative regulation, departmental rule, regulatory document and local legislation.
