In this paper, "Evolution of Jiangsu Province Sports Industry Policy," as the research object, using the literature, expert interviews, mathematical statistics, comparative analysis and logical reasoning and other research methods to study deeply Jiangsu Province sports industry policies promulgated Evolution History(includes three-stage analysis course), the problems of policy analysis, all aspects of policy development countermeasure research.The followings are the main conclusions.The main inclusions:1、Evolution of Sports Industry Policy in Jiangsu Province is divided into three stages.In its infancy stage, there is no clear policy for the sports industry and the system concept stage; the exploration stage is in a variety of awareness and understanding of coexistence,learning western countries in line with local policy and exploration features development policy, forming a certain policy ideas; the development stage has formed a relatively sound industrial policy system concept, and comprehensively promote the work of the sports industry, and guide the development of the sports industry and services. The third stage is the most central and critical period;2 、 Jiangsu Province sports industry policy development branch refined, targeted,public services and recreational sports development policy is the key, the current level of development of sports industry output value ranking in the forefront of economic development of the province, is the province’s economic growth and development of breakthrough. Sports key development projects industry ranked the forefront;3、Political environment, background and level of economic development and cultural constraints exist in the development of sports industry policy; policy making process exists the policy system is not perfect, blind interpretation, policy updates slow, inadequate and delayed encourage and guide policy issues; policy implementation exists the single means of implementation and the lack of effective oversight mechanisms.
