Research On Cultivate Mechanism Of Shenyang College Graduate "Village Official"

The incident that Jiangsu province’s hiring college student to assume the office of cadre at the basic level in1995opened the curtain of the College Graduate "Village Official" practice, within a short span of more than ten years of time, the plan of college students as village officials to start from scratch, realized the rapid transition from the original spontaneous exploration stage to the comprehensive experimental now, the group of College Graduate "Village Official" has gradually received wide attention from all levels of society. The implementation of the College Graduate "Village Official" plan poured new vitality into the new rural construction, and it has played a very active role in the development of the rural economy and the construction of farmers’spiritual civilization, but as a new attempt, during the process of College Graduate "Village Official" plan’s implementation,there also gradually exposed some troubles, such as: management mechanism is not sound, the serious outflow of College Graduate "Village Official", the problem of College Graduate "Village Official’" s outlet when employment expiration, etc.This paper based on the perspective of ERG theory, from the point of view of talent incentive, based on the present situation analysis of the implementation of College Graduate "Village Official" plan, analysis current College Graduate "Village Official’" s demand situation from three dimension,which are the need for survival, the need for correlation and the need for growth and development. Furthermore, with the implementation of Shenyang "College Graduate Village Official" plan as an example, compare and analysis the enlightenment and existing problems of current policy in the process of implementation, and then put forward suggestions of cultivate mechanism from the point of meeting the College Graduate "Village Official’" s three aspects of need——survival need, correlation need and development need, trying to promote College Graduate "Village Official’" quality through this way, and to drive the countryside economic’s rapid development; Research on College Graduate "Village Official"’s subsequent development, propose some useful ideas and methods, in order to ensure the sustainable development of College Graduate "Village Official" plan.
