As the main management body of institutions of higher learning, the cadres of institutions of higher learning, in terms of their management abilities, decide the quality of the overall management, and accordingly the competence of institutions of higher learning in a sense. It follows that deepening the reform of the cadre personnel system of institutions of higher learning is the key to building up high-quality cadres teams and cultivating more and more well-qualified personnel.The thesis begins with the analysis of the system theory and encouragement theory concerning the evaluation of the cadres of institutions of higher learning, then analyses the qualities and qualifications required of these cadres, finally analyses the survey results of the present situation in cadre building-up of institutions of higher learning, and thus puts forward the relevant measures to strengthen building-up work of the cadres of institutions of higher learning. Cadres of institutions of higher learning are required to have political, ideological and professional qualities, together with abilities of study, innovation, decision-making, organization and coordination, and expression. Through studying the characteristics of the management work of institutions of higher learning, and the contents of the evaluation of the cadres of institutions of higher learning, the author formulates the evaluation idea on the evaluation of the cadres of institutions of higher learning with the studies and explorations of the contents and methods for the evaluation of the cadres of institutions of higher learning in recent years in mind and the problems existing in the present evaluation work in institutions of higher learning focused on : quantitative and qualitative evaluations are combined with the process of, from empirical qualitative determination to abstract quantitative determination, to qualitative quantitative synthetic analysis. By means of credit Delphi and analytical hierarchy process, the elements and the method of weighting for the evaluation of the cadres of institutions of higher learning and the corresponding system are established, which is ascertained with facts, for the comprehensive analysis of the evaluation results. It is proposed in the thesis that the evaluation system for the cadres of institutions of higher learning be perfected, particularly the feedback system for the evaluation of the cadres of institutions of higher learning and error analysis of the evaluation results and the corresponding rectifications. The cadre evaluation is studied in terms of its principle, means, methods and elements. The causes for evaluation failure are investigated and the relevant solutions are presented.Cadre evaluation is a complicated system, an important component of the cadre management work, which requires increasing perfection guided by the view of the scientific development to strengthen the target management. With the characteristics of cadre evaluation of institutions of higher learning considered, different evaluation elements are to be dealt with in actual evaluation and the evaluation procedure standardized. Such evaluation system is to be widely applied in evaluation practice to give full play to the initiatives of the cadres to maximum degree.
