The Study On The Cause Of Regional Distribution Of American Higher Education From The Perspective Of Policy Analysis

Based on the results of previous studies and the theory of gross enrollment rate of higher education,from the perspective of policy analysis,combining American higher education data,this paper analyzes the effects of the important American higher education policies on the regional distribution of American higher education since the1950s—the early popularity,the transition from popularity to universal,the later universal realization.During the early popularity,"G.I. Bill","National Defense Education Act"made the western American higher education rise rapidly;during the transition from popularity to universal,"Higher Education Act","Higher Education Act"amendment made the central American higher education catch up quickly;during the later universal realization"The nation at risk,education reform is imperative","USA2000Education Act","American Higher Education action plan"made all regions of American higher education trend to develop together.The paper is divided into four main parts:the concept and framework of policy analysis, the policy influence and effect of the rising of the western American higher education,the policy influence and effect of the catching up of the central American higher education,the policy influence and effect of the trending to develop together of all regions of American higher education.Finally,the enlightenment for adjusting regional distribution of Chinese higher education is that since the1950s,the bills,reports and plans related to higher eduction,which issued by the U.S. Federal government,had a great impact on the regional distribution of American higher education at that time.After the regional distribution of American higher education experienced the process—the rising of western American higher education,the catching up of central American higher education,all regions trending to develop together,the timely,effective and feasible policies promoted the balanced distribution of the resources of American higher education and made American higher education develop rapidly.Therefore, the paper gives the following advices:improving higher education laws and regulations,increasing higher education funding,establishing the mechanism of talent flow,only then can it optimize the regional distribution of Chinese higher education,promote the fairness of Chinese higher education,and improve the quality of Chinese higher education.
