Modern distance education is an important form of education, breaking the temporal distance between the learner and the instructor, it provides a wealth of learning resources to promote quality education in urban and rural resource sharing with the help of modern teaching media, and improves the level of primary and secondary education in rural areas effectively. Yunnan, one of the important participant of modern distance education project, has its own peculiarities. It locates in the southwest border, with a total population of45.96million (2010),in this area, there are16cities and8of them are minority cities.In recent years, Yunnan Province has put a lot of manpower and software resources in the construction of modern distance education in rural primary and secondary schools and made considerable progress. This study is under the guidance of education theory and constructivist learning theory, and summarized the fruits of development in the develop of Yunnan modern distance education, then analyzed the agricultural development of distance education and various elements resources and human resources. It aims to build a long-running model of learning support system for the sustainable development of agriculture distance education to provide a reference, amendable and accumulated theoretical model.In this paper, it uses the literature research, interviews, lessons learned, statistical analysis and other methods. Through the literature research,the paper includes the development situation of Yunnan modern distance education in rural primary and secondary schools and the document published by government. Through the interviews, author made a survey in Yunnan Electrified Education department to realize the main part of its working and the development situation of the prefecture level. Through the lessons learned method, the author summarized the basic elements, service projects, planning and design strategies which support service system mode for Yunnan modern distance education. At last, the evaluation process which is developed by Delphi method tested and improved the establishment of the model.
