At present, the problem of rural education of poor children is the urgent n eed to solve our social problems in the development of economy, more and m ore attention of the society, the rural poor children’s education problems, relat ed to the special group, the future development of the personal qualities, relat ed to the vital interests of farmers, related to the sustainable development of r ural education career, to actively promote the construction of our harmonious socialist new countryside construction of. Research on poor rural children edu cation is conducive to improve the rural education system, is conducive to fam ily, school, government launched, and even the whole society on the rural poo r children care, help and support, not only can provide suggestions to the natio nal macro education policy, but also provide practical suggestions for the local government to develop specific policy, the society and the attention of scholar s, and ultimately to take some effective measures to solve.To solve the. problems of poor rural children education problem in Panjin City, this paper uses the method of literature, questionnaire, interviews and ot her methods of investigation of Panjin City, part of the rural poor children, und erstand their education status, clear the rural poor children in Panjin city educ ation, some problems exist in the system, family education, school education, social education, through carries on the system to the existing problem analysi s and research, find out the root cause of macro which including "three rural is sues", the education system and the system and so on, have a direct cause sp ecific and include family, school, society and himself. Aiming at these problem s, this paper puts forward corresponding countermeasures and suggestions fr om five aspects, in the policy system, the reform of two dual household registr ation system and education system, improve education funding mechanisms, t he establishment of school security system; in the family education, called on parents to establish correct concept of education, to strengthen communicatio n with their children, and actively cooperate with the school education; in scho ol education, improve the quality of rural teachers, the quality of education and strengthen the psychological education, standardized management system; i n the social education, the establishment of social education and monitoring b ody, to form the joint management structure; in the self education, self adjustm ent, form healthy state of mind. To solve the rural poor children education prob lem fundamentally, open a new breakthrough for the educational research in r ural areas of Panjin City, also for this social phenomenon to solve the rural po or children’s education in the period of social transformation, with the most ad vanced materials and decision-making.
