The aging population situation is very serious in our country. The number of elderly peo pie increased year by year and population structure is changing. The elderly demand continue s to improve, no longer in the era of the "eat, clothe and be raised," but into the spiritual needs of the time which is the pursuit of "fashion, quality, and level," Elderly education as part of 1 ifelong education system, which is not only the last segment to implement education, but also the most effective ways to achieve the needs of elderly. Therefore, the development of elderly education gets much social attention and become hot social issues as the elderly population a ging and social development. Development of elderly education is conducive to building a har monious society, promoting human civilization, accelerating economic development and reali zing well-off society.This paper uses panjin old university as the research object. Firstly, it investigates and an alyzes the development status of the elderly education in Panjin. From that, it founds Panjin e lderly basic education development work is weak, elderly education management system is no t smooth, the elderly education security mechanisms are inadequate, old-age education input mechanism is unfair, elderly education management lags behind, the management system is n ot perfect and so on. It analyzes the reason of the existing problems and gets the conclusion th at obtained excessive administrative interference elderly education, lack of awareness of elder ly education, regional differences in the proportion of investment, the old university autonom y is limited and so is the main cause of school aged education development is the main reason s. Finally, this paper proposes the suggestions of the implementation of "polity and study sep arate" old education management mechanisms from mirroring domestic and overseas elderly education development model and advanced management experience and aiming at the actual situation of the elderly educational development Panjin City.Panjin elderly educational development improvement program is not only in conjunctio n with the actual situation in Panjin City but also considering the current and future developm ent needs of the elderly education trends, and mirrors the management experience and advanc ed practices from other places which are the experiences for many years practice. They are sp ecific scientific and feasible and have certain reference significance for the development of el derly education in Panjin City.
