The feudal system was established in Italy in A.D.10th century and continue to be consolidated with the emergence and development of the city.As an world trade centre,the demands of economic development and political impetus is challenging for the higher education.Based on the education tradition of parallel development between secular schools and church schools,it become the first world centre for higher education through continuous breakthroughs and innovation.Since from the late 11th century to 12th century,the native Italian medeival universities continue to emerge,including medical center Salerno and law center Bologna. Owing to the conflict between city countries and studiums,teachers and students threaten administration by leaving for other districts and establish some general studiums there we called migration universities.With intervention to university autonomy of municipality and the Vatican,Italian medeival universities increasingly evolved from civil self-government bodies into national education institutions.The Italian higher education among 12-15th century has remarkable achievements:a large number of educational celebrities which accounted for 45.45% of the total; 30 techology celebrities,many of which has made tremendous contributions to the progress of human civilization; attracting a large number of students come to learn and study here; many edited books become standard textbooks in universities among theology, law, medicine and literature.Therefore,"Bologna model" turns into a standard model and template in universities founding for many countries such as France, Germany, Great Britain, Hungary and so on.Above all,Italy stands ahead of world among numbers,achievements and influence.To sum up, just as Toynbee said "the civilization of death was not a suicide but a homicide".Italian higher education inevitable gradually ossified and towards recession,which was based on the centers of learning that loss of innovation and creativity.
