With the penetration of information technology in education, the traditional way of teaching and learning has been gradually changed by the teaching informationization. People pay more and more attention to web-based teaching and training, which is becoming an important part of human teaching and learning. How to better play the role of the network teaching and training has become one of the hot spots of research.There are many factors that affect the effectiveness of network teaching and training, but the teaching behavior of main teacher is one of the key elements. The effect of network teaching and training can be improved by normalizing the behavior of main teacher.In this study, we analyze the network course and teachers’behavior, and then according to the existing network course standard and requirements of teachers’ teaching quality in the network course, we construct the main teachers’teaching behavior norm from the design stage, preparation stage, execution stage and complete-on stage of the network course,I:Design stage:the behavior of main teacher in this stage includes analysis of the characteristics of learner; design of the content of network course, design of learning context, design and development of teaching resources, teaching strategy.II:Preparation stage:the behavior of main teacher in this stage is mainly about showing behavior, which includes publishing the teaching announcement and notice, syllabus and teaching resources, etc.Ⅲ:Implementation stage:the behavior of main teacher in this stage includes statement, questioning, observation, guidance, management, etc.IV:Completion stage:the behavior of main teacher in this stage includes evaluation, reflection, etc. In order to verify the rationality of behavioral norm, during the research we consult an expert team consists of 15 professionals by using the Delphi expert consultation method, and then constantly consider and modify the specific content of behavior norms through the feedback information collected and organized from members of the expert team, thus forming the final draft of the teaching behavior norm of main teacher in the network course.
