With the support of national policy, much progress has been made in the education informatization of our country. Under the guiding role of the policy, In order to carry out education informationization of application and construction work, our country input a lot of manpower, material resources and financial resources persistently. Therefore achieve the rapid development of education informatization in our country. Compared with the education informationization astonishing development speed, People pay more attention to the quality of the information development. Evaluation refers to make a reasonable judgment for the quality of the work process or achievement level. To make scientific and reasonable evaluation, it is not only monitoring and evaluation the quality of development on the end, but also at the start point to guide how to high-quality development. Therefore, this research is dedicated to the comprehensive research of basic education informatization evaluation and value judgment, attempt to provide reference detail for our country’s basic education informatization evaluation theory system construction and development.In this research, on the basis of combing the existing evaluation index system both at home and abroad, based on several classic evaluation thoughts, the value orientation of the Human-Oriented and the balanced development as the foundation education informatization evaluation value orientation, To construct the foundation education informatization evaluation index system. The education informatization evaluation index system is the main research results of this study, include the following main contents.1. Analyzing connotation the value orientation of basic education informatization evaluation. At first, defining and analyzing connotation for the value orientation of the Human-Oriented and the balanced development. Secondly, confirm the value orientation of the foundation education informatization evaluation.2. Use CIPP evaluation model and the model of the education informationization CIPO for reference, establish the basic education informatization mode at the angle of value orientation. Analyzing the value concept of the elementary education input, process and output embodied. it’s based on that construction the basic education informatization evaluation index system.3. Based on the principle of evaluation index system, first of all, design indicator framework, the second, select indicators, the last, initialing build a basic education informatization evaluation index system. The index system consists of education information resource allocation, education informatization process, main body of education informatization development three subset fields. Results A set of indicator system was established, including 10 first class indicators, several second class indicators and third class indicators.4. Based on the evaluation system, determines the weights of various targets by the combination of qualitative and quantitative methods. Then based on the calculation model, determine the three-dimensional evaluation model of elementary education, Three dimensions are respectively information input dimension and information process dimension and information output dimension.
