College teachers performance appraisal management is an effective management practices. Over the years, the traditional personnel management and community colleges can not adapt to the political and economic development, resulting in a series of drawbacks, limiting the effectiveness of university development and teachers’ work. Public colleges and universities in the implementation of a "life-long tenure of teachers" and "mandatory wage", "Employment for one", "Church and State, regardless of" human resource management, difficult to reflect Anlaoquchou, giving priority to efficiency, more work and more pay incentive pay principle excellent excellent workers, and seriously affected the effectiveness of teachers’ work to play.
