"The national basic education curriculum outline" clearly put forward "the establishment of national, local and school curriculum in the three grade curriculum management model", which makes the school to have a larger curriculum autonomy. The development of school-based curriculum in the school make up a single national curriculum, fully meet the needs of personality development of students, but also the important way and carrier construction of characteristic schools. Marine culture as a coastal primary important curriculum resource was exploited not only makes the school-based curriculum implementation method has rich resources and nimble, also make the school with the local coastal with similar characteristics of marine culture, and is the important way in response to the eighteen appeal to actively practice the strategy of marine power. This paper makes a full research on the development and practice of school school-based curriculum in coastal marine culture, the concept of generalized school-based curriculum under the support of the function of the course will be according to the curriculum is divided into type three kinds of foundation type, type and improve, put forward the marine culture curriculum development beginning to first construct the corresponding course system to form a curriculum framework. On the basis of the preparation of marine culture school-based curriculum implementation plan, make the education and teaching activities in school are based on the curriculum on the basis of the enhanced the purpose of education, improve the benefit of running a school. In practice for the three course types and put forward their own effective implementation strategy: the foundation of curriculum gradual advance, the length of class cohesion, focuses on developing marine humane accomplishment; characteristic courses focus on promoting the two pronged, classroom activities, focusing on stimulating emotion to form good character; improve the curriculum stage propulsion,associations and interest and in the formation of good personality,focusing on skills development.
