The development of school-based curriculum is the Ministry of Education proposed the important content in the "Basic Education Curriculum Reform(Trial)" concerning the reform of national, local and school's three levels curriculum management. According to the local resources,schools across the country develop a series of school-based curriculum which is based on the rural local culture,playing an important role in teaching. This paper based on the characteristics of Marine Culture & Senior High School carries a research on the development and practice of high school biology for school-based curriculum.Haitou Middle School is a key senior high school in Jiangsu Province, located in Haitou Town of the coast of Yellow Sea in Lianyungang City. Haitou, a long history and rich marine culture, is “the Town of fresh water and salt water cultivation". Haitou Middle School possesses a large collection of marine flora and fauna specimens, as well as a large number of fishing gear and related literatures of Marine Culture based on local geographical features. Besides, the Marine Cultural Museum has been constructed, which is named "Lianyungang City Haizhou Bay Marine Environmental Culture Education Base " in 2011. In 2014, it is further evaluated as " Provincial Environmental Culture and Education Base". Based on this carrier, I have carried on the development and the practice of the school based curriculum. Firstly, the design principle of school-based curriculum should follow according to the teaching goal, according to the design principle, formulate the implementation plan of school-based curriculum, school-based curriculum practice in Haitou middle school and analysis and evaluation on it, in order to better. The permeation of Marine Culture for high school students is shown in the following three aspects. First, the use of local rich resources such as fish and shellfish as experimental material, can improve students' interest in learning biology and active classroom atmosphere. Second, we are in close contact with local fishermen for understanding local folk customs and then apply fishponds, shrimp ponds and other places to practice operations. Students thus are freed from the boring textbooks. Third, schools can organize a series of colorful campus communities through using the opportunity of Marine Culture, which are conductive to cultivate various talents, improve student's labor quality and strengthen student's ability of combining theory with the actual production. The school-based curriculum based on marine culture can promote the growth of teachers, on the one hand, it can promote the professional development of teachers. On the other hand, it can improve the ability of teachers to deal with the teaching materials.Senior biology teaching has its own unique characteristics. Many aspects of the biology teaching are closely linked with the practice of production and life. If teachers could effectively use local resources in the classroom, student's learning interest would be improved, teaching would also be further developed and the education policy would be thoroughly implemented. However, because the curriculum rationale of the local teachers is relatively conservative and the development of school-based curriculum is insufficient, this paper intends to combine the construction of Marine Culture Museum, integrate the features of marine culture into senior biology teaching and develop school-based curriculum based on marine culture for applying in teaching practice.
