Nowadays, the research on quality education among domestic universities mainly focus on quality education’s connotation, structure, system, related policies,curriculum system reformation and the research on some specific quality, such as scientific and cultural quality, information literacy. However, people with different majors or careers need different talent quality and different training pattern.Competency is an efficient way and has gradually recognized in human resource management field, that some developed countries has been closely connected it with education, and good results have been achieved in practice. Competency model is concentrated reflection of competency, recently it is mainly applied in management,psychology and other other related fields, which has obtained significant achievement. But in the field of quality education, it is still short of competency, and the model does not reflect the characteristics of college students. Thus, to build competency model and to reform personnel training mode, which can target to selecting, training talents in different majors and careers, is necessary that broadens research approach and provides practice guidance of professional quality education.According to the significant demand for measurement, quality and standardization talents of the country’s fast economic and social development,combining with the university’s education philosophy----“Establishing the school by measurement, Fostering people by standardization and setting up business by quality”, and the school’s major characteristics----measurement standard, quality inspection and quarantine, this paper particularly select the measurement, quality,standardization engineers as research object, to establish competency model.In this paper, by discussing quality education and competency theory, to understand the connection between quality education and competency and to master the method of model building, then though behavioral event interview, refining thecompetency elements of measurement, quality and standardization engineers. There are 12 competency elements: achievement orientation, impact and influence,initiative, self-confidence, information seeking, interpersonal understanding,teamwork and cooperation, concern for order, quality, and accuracy, conceptual thinking, EXP, analytical thinking, and customer service orientation. Based on these elements, a competency model is built. In order to verify the model, questionnaire is designed and SPSS19.0 statistics software is used to analyse the data of questionnaire.In the end, five suggestions are put forward to advance quality education in colleges which accord to the measurement, quality, and standardization engineers competency model.
