Research On The Selection Of Quality Regulation Model For Engineers

In June 2016,China joined the Washington Agreement formally,which means that China’s engineering education is recognized by the world.China is a big country of engineering education,it’s total number of engineering graduates is the forst in the world.However,the Lausame international report pointed out that the total number of qualified engineers in China is located in the middle and lower reaches of the world for many years.In Britain,America and other developed countries,the engineer system has been established for a long time,and has been formed a complete system of engineers.We have not formed a complete system so far,besides,there are many problems.Since 2014,the State Council has cancelled 434 professional qualifications in seven batches because of the excessive and excessive qualification of the original occupation and lack of legal basis,including a large number of professional qualifications for engineers.Therefore,it is particularly important to select the appropriate engineer system under specific national conditions.This research intends to study the quality regulation of engineers from the perspective of engineer formation.The function and mode of the analysis engineer system in the quality control formed by engineers is the focus of the research.In this study,case study,international comparison,expert interview,questionnaire and analytic hierarchy process were applied to analyze the system of engineers in major foreign countries,and we put forword a model of engineer system suitable for China was give some policy recommendations.The outlines of the article are as follows:Firstly,we point the background of the reseach " Study on the selection of quality regulation model for Engineers",and we give a detailed explanation terms such as: "Engineering","engineer","engineer classification","identification","license","certification" and "international mutual recognition",and analyze the development process and implementation.Secondly,In four typical countries such as England,America,Canada and Singapore as a case,according to the various stages of the formation of engineer,a detailed analysis of its organization,engineering education professional accreditation,certification engineer,engineer occupation continuing education,and make a brief national comparison.Thirdly,Using content analysis method,from the following four dimensions: 1,the overall framework of the engineer;2,the formation stage of engineers;3,after the formation of engineers;4,the classification of engineers training.we introduce the specific practices of 8 countries in detai.Through the first dimension,five models of major countries are obtained.We obtained detailed practices of major countries through the remaining three dimensions.Fourthly,On the basis of the above analysis,this paper summarizes the current situation and existing problems of the quality regulation of engineers.Through expert interviews and questionnaires,make the model choice suitable for china.In the first dimension,using the basic principle of analytic hierarchy process combined with expert interviews from five alternative models for future Chinese mode;in the second,third,fourth dimension,through expert interviews and questionnaires provided some practical policy recommendations for china.
