With the development of economy and society, social stratification has become increasingly evident, family economically disadvantaged undergraduates in college are also growing. To protect citizens’equal right to education and achieve education equity, the government has been strengthen the compensate power to those family economically disadvantaged college students in recent years. From the public cycling policy point of view, the effects of these compensation policies are the basis for further improvement of compensation policies.One important way to explore the effect of the implementation of the compensation policy is to research on the experiences of those policy beneficiaries.Family economically disadvantaged undergraduates mean those who identified by universities’funded system and are faced with family financial difficulties. Compensation policies (including funding policies) refers to those which are taken by the state to compensate family economically disadvantaged undergraduates. Policy experience refers to the sense of the subject towards the values, processes and results of the policy, it is a complex perception combined with knowledge, emotion, meaning and action. After combing the literature, researchers founded that related theoretical studies of cost-sharing theory, human capital theory and the theory of compensation are mature, but the study of its important stakeholders’experience are weak. This study has double value of theoretical exploration and practice on the realizing of equal education.The compensation policy of family economically disadvantaged undergraduates have gone through three stages:after the founding until the early 1980s"Free and People grants" stage:1983-1994 "Student Financial Reform " stage; and since 1994"Formation and Perfection" stage. After three stages of development, has been formed a comprehensive compensation system including "award"、"help"、"loan"、 "free"and other financial aid policies.In order to comprehend the recipients of the family economically disadvantaged undergraduate perception of these compensation policies, Researchers got a lot of information through interviewed 15 undergraduate students form A University who have, received compensation polices by Semi-structured. And by means of qualitative analysis software Nvivo10.0, encoding the Interviews material by using Grounded Theory method, finally get three Selective Coding:"Policy implementation","Policy effect"and"Policy acceptance". The researchers conducted a visual analysis by Nvivo software, as can be seen from the node level and material information tables and rectangular style tree diagram:in the process of experience the compensation policy, the child node "assessment criterion"and "quota allocation" under the tree node of Policy Implementation", child node "learning motivation"and"family economic status"under the tree node of Policy effect", child node"policy result" under the "Policy acceptance" tree node, have received the students’most attention. It can be seen the distribution of nodes in source materials by mapping the node, and specific case studies can be performed on different materials by mapping the source materials.The researchers analyzed the source material by Pearson coefficient, found that the correlation coefficient between each interview material are more than 0.8, these data suggest that the research have the required reliability.Researchers use the Nvivo software to further analysis interview data and give a conclusion that:As a result of existed information asymmetry among the government, school, bank and students, so result in "Adverse Selection" and "Moral Hazard", In the process of execution of compensation policy; Compensation policy as function of "health care" can smoothly reduce economic pressure of poor family, but for the study of incentives have little effect. For beneficiaries not only the degree of acceptance of compensation policy is below our expectation, but also existed explicit or implicit boycott.Based on these studies, we can take the following measures to improve the compensation policy of family economically disadvantaged undergraduates:Establish a scientific system of signaling and credit incentives; Increase the proportion of incentive compensation in the compensation policy of disadvantaged undergraduates; Enhance the beneficiaries’ degree of acceptance about compensation policy.
