National fitness rises to the national strategy, and becomes the powerful impetus for the reform and development of mass sports. As an important part of community sports, martial arts is one important measure to implement the party’s new decision and deployment after the 18th National Congress of Chinese Communist Party, to promote the cause of national fitness towards a more comprehensive, coordinated and sustainable development, and to meet the people’s growing demand for sports and the need for the construction of a socialist well-off society. This article is to identify the problems that have occurred in the process of community martial arts education, to analyze them and to put forward some corresponding strategic suggestions through the survey of the current situation of community martial arts in Haidian District, Beijing and its influencing factors, which are undoubtedly of great practical significance and theoretical value.In this paper, applying the knowledge from sports science, management science, sociology and other related disciplines, the author adopts the methods of literature review, survey (including questionnaire and interview), mathematical statistics and logical analysis etc., and draws the following conclusions based on the interviews of and investigations on the managers and practitioners engaging in community martial arts in Haidian District, Beijing:1. Community martial arts is varied in exercise forms, rich in activity content, flexible in organization form and remarkable in fitness effects, therefore has more extensive adaptability, fully manifesting the charm of traditional Chinese sports. Community martial arts can be defined as the mass sports activities that are engaged into by a group of people living in a certain region nearby, which are with the attribute of martial arts, consistent with the definition of community sports, and for the purpose of strengthening muscles and bones, building healthy body, inspiring the spirit, and extending the life.2. The organization management system for community martial arts of Haidian District, Beijing mainly consists of two parts:one is the public service management system represented by the administrative department for sports under the related government, and the other is some spontaneous organizations, such as community sites for martial arts, community martial arts clubs, and the social organizations for martial arts. On the whole, the present management systems for community martial arts in Haidian District are far from perfect, and need further construction.3. The community martial arts practitioners in Haidian District, Beijing have shown the characteristics as follows:the ratio of female practitioners is higher than that of male; practitioners’ ages vary mainly within 41-70 years old; they have a rather extensive occupation distribution, and with the majority being the retired persons.4. The practitioners of martial arts in the communities of Haidian District, Beijing gathered mainly in a group of less than 50 persons; the time for practicing martial arts is mainly chosen before breakfast, with a participation frequency of 3-4 times per week; the places of residence nearby are mainly chosen as the sites for practice; the martial arts events such as taichi, conducting regimen and taichi apparatus are most chosen; the motivations of the practitioners participating in community martial arts are in the trend of diversification; the practitioners’ sports consumption power and actual expenditure are within a normal range, with a lower overall consumption level; sports consumption is mainly centered on the purchase of the books and/or CDs on martial arts, the clothing and equipment for practicing martial arts.5. The instructors for martial arts education in communities of Haidian District, Beijing are composed of martial arts enthusiasts, social sports instructors, martial arts teachers, instructors and majors, among which martial arts enthusiasts account for a large proportion. These instructors’ professional skills are mainly from the personal practice and research, training and coaching.6. There exist some problems in martial arts education in the communities of Haidian District, Beijing, and they need further improvement and resolution, which are mainly reflected in the following aspects: lack of the strong support from related physical culture departments, one-sided communication channel, inadequate understanding of martial arts, too single activity projects in community martial arts, lower guidance level of the personnel in martial arts education.7. The major factors that affect martial arts’ education in the communities of Haidian District, Beijing are in the following descending order:administrative emphasis, the general public’s bias and misunderstanding of Martial Arts, shortage of funds; insufficient sports fields and facilities, and residents’ fitness consciousness.
