In the stage of basic education, it is widely approved that the ultimate goal of education is to train qualified citizen. Moral Education is the most important course which function is providing civic education to Chinese junior middle school’s students(grades seven through nine). This paper focuses on researching the classroom implementation process of civic education in Moral Education course of junior middle school. It also discusses the current situation and deficiencies of citizen education in Moral Education, and gives thoughts and advice for helping to reform and develop Moral Education in junior middle school.There has four parts in the paper. The first part is introduction. It introduces the concepts of civic,civic education and Moral Education in junior middle school, also introduces the research status at home and abroad in order to provide theoretical foundation for research of civic education in Moral Education course of junior middle school. And then expounds meaning and purpose of research.In the second part, it shows the survey for 300 students in grade nine of NO.X Middle School of Lanzhou and 100 students of X Middle School of Yongdeng,explains part of the survey, and analyzes data synthetically. Through the analysis and research of status of civic education in Moral Education course, the third part objectively discusses problems and shortage of civic education in Moral Education from the practice of teaching and learning. The problems and shortage involves four aspects, such as deviation of civic education‘s purpose, the single way of civic education in Moral Education course,a certain degree of disciplinary bias to Moral Education in junior middle school,and the weak review mechanism of civic education in Moral Education course. The last part gives advice about improving teaching effect of civic education in Moral Education course through analyzing the above questions.The advice also involves four aspects,which is paying attention to civic education in Moral Education course, adjusting and enrich the content of civic education in Moral Education course,enriching the teaching approaches and methods of civic educationin Moral Education course,change examination system.
