Chinese students usually spend over 10 years studying English at school. However even most of the undergraduates are not confident of how to use English in reality. The pupils are during the critical period to learn the foreign language. The present situation of the students’linguistic competence is not optimistic neither although English has been taught in primary schools in all parts of Jiangsu Province. English teaching should focus on not only examination-oriented education but also how to use language, how to create better language circumstances and how to increase language inputs. And Morning English Reading is just one of the solutions.Morning English Reading, which is constructed on the basis of the Input Theory and the Output theory, and on the basis of an investigation into the students’ learning needs, is used to help students improve their learning ability. The researcher expatiates how to implement Morning English Reading in order to increase the pupils’ language competence. It’s expected to advance the students’English competence, inspire the students’ interest on how to learn English and help to raise the students’ intercultural awareness. During the research, the students study classical English nursery rhymes, children’s poems and beautiful articles. With the teachers’help, they read, recite, act, write after models and create their own board books. Although the research is named Morning English Reading, the time includes not only morning reading lessons but also other flexible time.The researcher tried to find out the results of the research through questionnaires, interviews and diaries. The results show that it is an effective way to stimulate the students’ interest in learning English, to help the students increase their input and output, and to develop the students’ learning abilities.
