Basic education is the Foundation of education in public institutions, is part of talent education is very important. Despite the Government’s increased emphasis on educational development and various rules and regulations further refine, step up reforms in the field of education. However, the situation of the primary stage of socialism, resulted in basic education institutions ’ quality varies greatly, management effect of height difference. Human resources as the most valuable resource, under the existing conditions of development of basic education needs to build an effective incentive mechanism in order to stimulate their enthusiasm and creativity, which are basic education institution its own development and progress of society are of great significance.
