Labor dispatch has been widely applied both home and abroad by dispatch organizations, employing units and the dispatched employees because of its unique advantages. In the meantime, there exist issues such as that dispatched employees were paid unequally on same work, the dispatch organization are legally unqualified and overusing dispatched employees, and dispatched workers have a low job satisfaction level.To have a better analysis on these issues, this paper reviews the development history of labor dispatch and related studies by document study. In addition, with theory of public management and the new law of labor contract, this paper has an understanding of the background, target, as well as process of formulation and implementation of the Provisional Regulations of Dispatched Employees in this new law. Meanwhile, this paper discusses the nature, the characteristic and real world problems of labor dispatch in colleges.Moreover, using the questionnaire method, this paper investigates the status of dispatched employees in colleges in Chengdu. Perceived fairness, a psychological concept, was firstly introduced to the research model. By applying logistic regression method, it discusses the regression relations between employment status, perceived fairness and job satisfaction. The results are as follows:1, Perceived fairness can be significantly affected by employment status. Employees on the payroll perceive more fairness than dispatched employees.2, Job satisfaction was significantly influenced by employment status, with employees on the payroll feeling more satisfied than dispatched employees.3, Job satisfaction was positively affected by perceived fairness. Perceived fairness was a mediating variable between employment status and job satisfaction.4, Employment status has a direct effect on perceived fairness and job satisfaction. Meanwhile, it influenced job satisfaction indirectly through perceived fairness.In the last part, this paper puts forward managerial implication for making a better use of labor dispatch to keep in pace with the innovation and development of institutions. Enhancing perceived fairness and job satisfaction is a task of priority. Balancing the relationship between dispatch organizations, employers and dispatched workers, lowering the importance of differences in employees’ status and introducing incentive measures are methods that can improve job satisfaction of dispatched employees. Besides, establishing and improving the laws and regulations on labor dispatch as well as implementing the laws effectively to guarantee the legitimate rights of dispatched employees are of great importance. Moreover, we can use matured foreign labor dispatching experience and industry standard for reference to optimize the employment environment and facilitate the harmonious development of labor relations.
