School-based programs as an important part of the school curriculum reform in recent decades, with its promotion of students in personality development, rich and diverse curriculum, the formation of the school characteristics, enhance teachers’ professionalism has played a pivotal role. With curriculum reform progress continues to accelerate, our primary and secondary schools based curriculum in full swing with, and College PE Curriculum still in its infancy and has not kept up pace of reform. Construction and development of university-based curriculum will become an important part of the curriculum reform.In this paper, PE teachers colleges and universities in Shandong Province for the survey, and the status of the development of colleges and universities in Shandong Province were investigated based curriculum through literature analysis, interviews, questionnaires, logical analysis and other research methods. Firstly, the literature review in which by definition based curriculum and school-based curriculum development to define, then the status of the development of domestic and school-based curriculum based curriculum review and development stage of the procedural steps; and finally, through the Colleges of Shandong Province Sports findings based curriculum construction and development were analyzed, summarized universities in Shandong province-based curriculum development process problems, offer suggestions.Survey:Shandong Province high quality teachers college PE teachers and sports-based curriculum development enthusiasm high; can fully understand the school’s educational philosophy, its own characteristics, such as educational philosophy of the school curriculum is an important condition for the formation of characteristic; able to use a variety of evaluation methods to evaluate the combination of physical education curriculum. Of course, the survey also found some problems: the construction and development of school leadership based curriculum seriously enough; College PE Curriculum development rate is relatively low, only about half of the schools were developed based curriculum; Universities PE teachers based curriculum development capacity relative lack; lack of systematic training and refresher courses for college; college sports curriculum development related to the lack of teachers, curriculum resource shortages, without corresponding resource sharing and cooperation mechanism; without a perfect sport School Course evaluation system. Combined with the survey asked the following questions arising Development Strategies:Enhanced emphasis on school leadership based curriculum development; take full advantage of the resources around the school curriculum, improve school resource sharing mechanisms; seek the maximum extent teachers use include collaboration with community colleges cooperation, and training for existing teachers in the school; evaluated efforts to promote school based curriculum and evaluation of the main process of diversification.
