The curriculums rely on the curriculum resources, and the curriculum resources are the backing and support of the implementation of the curriculums. The exploitation and utilization of curriculum resources is not only a challenge to the Education cause issued by the society that focuses on economy and knowledge, but also an urgent demand for training and fostering people who can bring forth new ideas. In the reform of curriculums, the curriculum resources become a new and valuable field for research. All subjects attach great importance to the exploitation and utilization of curriculum resources from their own angles. The problem of the exploitation and utilization of curriculum resources is put forward distinctly in the Suggestion on the Implementation of the New Standard of Physical Education(Experimental Edition)(Physical Education Physical Education and Health In the Instruction of P.E. Curriculum Teaching in Nationwide Regular Colleges and Universities issued by the Education Ministry in August,2002,the twenty-first article stated, "The exploitation and utilization of all kinds of curriculum resources according to the time and local conditions is an important way for curriculum construction." P.E. curriculum resources are all the factors that have the possibility to enter the P.E. curriculum construction and are beneficial to the realization of the aim of P.E. curriculum. The exploitation of P.E. curriculum resources is in essence to explore and create directly all the factors that have the possibility to enter the P.E. curriculum construction. The utilization of P.E. curriculum resources is essentially to excavate as much as possible the educational and teaching value which has been already exploited. The P.E. curriculum resources have their own particular features. And the exploitation and utilization of them take on great significance to enrich the theory of P.E. curriculum, improve the system of P.E. curriculum, propel the progression ofeducation for all-round development, lift the quality of P.E. and foster the students ideas about life-long physical education.At present, the research about the exploitation and utilization of P.E. curriculum resources is still in its beginning stages and hasn't drawn much attention. Only four pieces of theirs about the research can be retrieved on Internet. And most of them only inquire into the theory of the exploitation and utilization of curriculum resources superficially. Neither the investigation and analysis about the present situation of P.E. curriculum resources in a broad way nor the systematic research about the combination of P.E. curriculum resources in theory and in practice has been carried cut. The kinds of systematic research has great value not only to the exploitation and utilization of curriculum resources but also to the reform of curriculums at present time. To this end, this article take the regular higher institutions in Shandong province as research objects and adopt several research methods, such as document-searching method, questionnaire method, statistical method, comparative research method, inductive method and expert-interviewing method. After the investigation and research of the present situation of the exploitation and utilization of P.E. curriculum resources in Shandong, we come to the following conclusion:1.Many kinds of guiding ideology emerge in the reform of P.E. curriculum in regular higher institutions in Shandong province. According to the proportion, they are successively "people Oriented, Health First", "Life-long physical Education", "Mastering of the Three Basic Skills", "Building up of people' Health", and so on. This phenomenon indicates that the guiding ideologies of P.E. curriculum are diversified at present.2.In present P.E. teaching in colleges in Shandong, 11.3% of P.E. teachers use teaching materials directly, and only 33.8% of them make deep research and adaptation of teaching materials.
