The Athens charter mentioned that recreation was one of the city’s four functions. City was not only an economic center, and it had also become regional cultural and leisure center. With the coming of leisure time and the implementation of the National Fitness Program, people are showing increasing enthusiasm to involve in physical activity. The urban fitness leisure space becomes the primary place for people to participate in a series of physical activity, which the perfection degree of the recreation function have great influence on improving the urban leisure function. Foreign recreation value research began in the 1960s, and it had got plenty of research results, the most of research objects aborad were natural resources, while the proportion of humane tourism resources were little. Domestic study dated from the 1980s. It mainly dedicated in empirically study by refering to theories and methods of foreign related research. Research focused on recreation value evaluation of natural resources, with respect to urban fitness leisure space, the related research was very poor.Therefore, this article takes commercial fitness leisure space in Fuzhou as an example. Based on the data of Sixth National Sport-Site Investigation, this study attempts to analyze the distribution characteristics of sports venues in Fuzhou and select the representative types of commercial fitness leisure space in Fuzhou. Firstly, through questionnaire surveys, it further analyzed residents’recreation physical behavior characteristics in Fuzhou. Secondly, this study quantitatively evaluated the recreation value (including recreational use value and non-use value) of Fuzhou commercial fitness leisure space, the Olympic sports center of Fujian province and Fujian hosa fitness club in 2013 by adopting the individual recreation cost method (IRCM) and contingent valuation method (CVM), and analyzed factors of Fuzhou commercial fitness leisure space. Finally, to improve the Fuzhou fitness leisure space, we should optimize its humanized planning and construction, reinforce its industrial policies support and guidance, strengthen its service and management, and enrich its businesses management and social function. The findings not only bring important theoretical and practical significance to the urban fitness leisure space in our country, but also expand the research contents and themes, and perfect the theory system and methods of urban resources and environment discipline.
