More than 30 years since the implementation of China’s family planning policy, although better accomplish the policy objectives of inhibiting rapidly population growth, since the late 1990s, China’s fertility rate decreased gradually, aging problem is growing seriously, the demographic dividend gradually disappear, great changes have taken place in the population structure.Facing the future demographic changes, how is the redistributive effects of the current pension system, is a question worth pondering. Therefore, this paper study the effect of changes in the population structure influencing the basic pension insurance for urban workers redistributive, aims to providing policy recommendations for the improvement of China’s urban workers’ basic old-age insurance system.Firstly,this paper briefly describe the background, research status, meaning; introduced the concept of pension-related theories. Secondly, apply the forecast model of population and the sixth census data to estimates China’s urban age and sex of the population in the next 90 years.thirdly, Use the correlation model to estimate the basic old-age insurance for urban workers of redistributive effects. The result is the burden of future generations in the pension insurance for urban workers, undertaken by more than 24% of the existing generation. Fourly, make assumptions in fertility policy,urbanization rate and retirement age to estimates the impact of these three variables on intergenerational balance of urban basic pension insurance of. The result is relaxe family planning policy, improve the urbanization rate and delay the retirement age are conducive to improving the existing intergenerational balance of urban basic old-age insurance. Finally, according to findings of this paper propose to improve our current urban basic old-age insurance system policy proposals.
