In 2000, our country has already entered a new round of curriculum reform, with the deepening of the curriculum reform, more and more teaching model applied to the course teaching, the learning activity plan model is also one of them. Of learning activity plan, that is, to the classroom activities as the carrier, guide students to independent, cooperative and inquiry learning in the activities, so as to realize the teaching goal of the process. Students in the process of activities, create a relaxed and pleasant environment, stimulate students’ interest in learning, realize the forming process of knowledge, and improve the students’ cooperation ability and the ability to solve problems independently.This paper mainly used the literature method, questionnaire survey method, experimental method and mathematical statistics method, etc. Through literature, understanding activity education concept of development and application at home and abroad. In weining map JiuSan middle school’s 486 students do on "action plan" learning mode of the investigation of the status quo of the use of statistics, interview for research group leader and part of teachers, summarize and analyze the effect of implementation of the model and the problems existing in the process, and then puts forward the corresponding teaching Suggestions. Through experimental method, writing activities project learning lesson example, applied in the experimental class, the time is 1 year, through the practice effect before and after the test is analyzed and summarized.This study shows that the application of "action plan" learning mode for the improvement of students’ comprehensive element can help, such as: academic performance, communication ability, language expression ability, organization ability, the ability of autonomous learning, problem solving, and learning interest is improved, but the effect is not ideal. The main problems:(1) the part of students is not really participate in the activities of learning, and activity effect is not very ideal.(2)part of students’ learning habits don’t change to come over, and used by the teachers’ classroom teaching;(3) the teacher’s professional ability is uneven, the understanding to the same action plan is different, and implementation effect is also different.(4) some teachers have no according activity plan to teach. Suggestions:(1) the school classroom supervision mechanism;(2) strengthen the teacher training scheme to bind up(3) activities, facilitate students to keep and review.
