The Research On Compulsory Education Funds Sguarantee Of Wuwei City

Compulsory education plays an important role in national education system of China. the fund of compulsory education is the financial guarantee to realize the goal of compulsory education.Since issuance of new Compulsory Education Law in 2006, compulsory education has been incorporated into the financial guarantee scope of governments at all levels. Wuwei financial departments have seriously performed their legal responsibilities stipulated in Compulsory Education Law of the People’s Republic of China and Compulsory Education Law in Gansu Province, and actively implemented the compulsory education fund guarantee mechanism to facilitate sustainable development of the education business. However, there still exist certain problems which limit its better development of compulsory education in Wuwei. Therefore, this paper is intended to understand the current situation of compulsory education guarantee mechanism in Wuwei and analyze the existing problems, through analyzing reasons for such problems to propose the corresponding solutions, so as to more effectively improve the rationality of using compulsory education fund in Wuwei and efficien cy in future work.Researches on compulsory education fund guarantee mechanism in Wuwei mainly includes the following contents: Part I(i.e. introduction) mainly describes the research background & significance, research contents & methods, literature summary, innovations & deficiencies in this paper; Chapter I reviews the transformation of compulsory education guarantee fund mechanism under different financial systems since the founding of China, gives simple appraisal on the fund guarantee mechanism at different stages, and fully affirms new compulsory education fund guarantee mechanism issued in 2006; but it also points out the design deficiencies exist in this mechanism. Chapter II analyzes the current situation and problems of compulsory education fund guarantee mechanism in Wuwei based on the relevant data queried from China Statistical Yearbook, China Education Yearbook, Wuwei’s Education Bureau, Financial Bureau, etc. It specifically analyzes the education development and fund investment in Wuwei, and makes statistical description on the status of education fund guarantee in Wuwei, especially analyzes the fund expenditure and use structure at the stage of compulsory education to lay a foundation for pointing out the problems in Part III. Chapter III firstly estimates the education fund investment gas in Wuwei to analyze the problems(such as under-investment of total fund amount, imbalance investment in urban and rural regions, non-standard budget management, unreasonable fund use, etc.) exist in compulsory education guarantee mechanism in Wuwei, and analyzes the reasons for such problems. Chapter IV proposes suggestions on compulsory education fund guarantee mechanism in Wuwei, through intensifying investment, broadening financing channel, increasing rural fund investment, narrowing urban-rural gap, perfecting budget management, standardizing financial revenue, optimizing expenditure structure, focusing on actual effect, establishing supervision mechanism, improving use efficiency and promoting other aspects, to maximize the fund use efficiency and promote the development of compulsory education in Wuwei.The article is based on my own work, researching the actual situation of compulsory education funds safeguard mechanism in Wuwei city. Through in-depth analysis of the data, I summarize the existing problems in ensuring adequate funding of compulsory education and relative reasons. In or der to broaden channels to increase the funds investment and establish a long-term supervision mec hanism and education special funds performance evaluation mechanism, I put forward advice on im proving compulsory education funds safeguard mechanism of Wuwei city,which is operational and has important reference value to improve the current work.
