Investigation On The Status Of Input Into Rural Compulsory Education Of Wuwei Prefecture After Tax And Administrative Fee Reforms

To relieve the burden on farmers and accelerate rural economics development, rural tax and administrative fee reforms have been implemented in our country, tax and administrative fee reforms of Gansu Province started in 2002. the rural education fee add-ons and education collection have been abolished, and the standard of tuition fees has been decreased after the reform of taxes and administrative fees, this made the question of shortage of input in rural compulsory education become more serious, and the development of rural compulsory education meet with great impact. The main aim in this research are: Rural tax and fee reforms has implemented in Gansu for 3 years, what prominent contradiction and question exited in input into rural compulsory education, what influence has brought to rural compulsory education, what education reform matching measures have been carried out, how to guarantee the quality of rural education and teaching.The research take samples from 30 rural primary and middle schools in Liangzhou District, Minqin County, and Gulang County of Wuwei Prefecture, making comparative research and demonstration analyses on input in rural compulsory education during the period before and after rural tax and administrative fee reforms by questionnaire, conversation, informal discussion, referring to literature and other education science research measures.In this research, We think rural tax and administrative fee reform is a comprehensive reforms, and it will bring great influence in rural society. From the view of development, the implementation of rural tax and administrative fee reforms and its matching measures shall bring positive action to the development of rural compulsory education. Whereas, we found from the investigation of this research, the aim of rural tax and administrative fee reforms is to relieve the burden on farmers at present and a long time in the future, this will make the fiscal revenue of county and township level government decline, therefore, rural tax and administrative fee reforms not only can not increase input into rural compulsory education from local government, but also shall lead to the appearance of the decline of input into rural compulsory education in west areas. This question has been approved in my investigation, the input into rural compulsory education from local government in west areas become more difficult after the implementation of tax and administrative fee reforms, for example, the public funds of school is seriously short, the historydebt of school is heavy, unsafe school building funds can not be carried out, etc. some questions happened after tax and administrative fee reforms, some questions exited before tax and administrative fee reforms, but become more serious. Aimed at this questions from investigation, this article brings forward countermeasures and suggestions on how to improve the status of input into rural compulsory education: 1. Enhance the cognition of the importance of rural compulsory education, fulfil the related documents spirit of the CPC Central Committee and the State Council. 2. Widen the channel of rural compulsory education funds source. 3.Construct guarantee mechanism of input into rural compulsory education, which is mainly depend on central fiscal investment. 4. Establish education financial special account in local government, strengthen the management of transfer payment from central government. 5.Set up education subsidize system, widely carry out work-study program. 6.Reinforce audit supervision, enhance the efficiency of education funds. 7.Strenthen legal system, set up supervision system.
