The problem of lack of funding for rural compulsory education was greatlyimproved, afterthe mechanism to ensure funding for rural compulsory educationreform fully implemented. It is directly determines the success or failure of the reformof rural compulsory education,such as how to manage and make good use of thesevital funds for rural compulsory education,to maximize their effectiveness hasbecome urgent concern. Thus, the study on the issues of the management of fundsabout rural compulsory education and to improve the efficient use of funds has greatsignificance for ensure the long-term healthy development of rural compulsoryeducation.This paper based on the achievement of domestic and foreign experts, Byusing the Positive analysis, Muling City, Heilongjiang Province, fund management forrural compulsory education have been studied. And put forward relevantcountermeasures and suggestions. This paper is divided into seven parts: The first partis an introduction. mainly discusses the background and significance in this paper,relevant research results at home and abroad is reviewed.at last of the first part brieflydescribes research ideas, research methods and innovation.The second part is thedefinition and theoretical basis. The paper define the concepts of compulsoryeducation, money management and fairness.And the paper expounded the theory ofthis topic: human capital theory and the theory of public goods. Those are for the fulltext of reference and to provide ideas for their support. The third part are funds forrural compulsory education of Muling Status. Through historical data shows thatMuling improve public funds for rural compulsory education and increase classschool renovation funds. While the government has also been public funds budgeting.Thesupervision about funding for rural compulsory education also has some earlyresults. The fourth part are funds for rural compulsory education management in theanalysis of the main problems and causes in Mulingcity. The study concluded that themain problems are: shortage of funding for rural compulsory education, all levels ofgovernment powers and responsibilities are not clear, the financial transfer paymentfor rural compulsory education is not in place, irrational allocation of publicresources. The fifth part are the revelation of compulsory education in rural areas from domestic and foreign fund management. Mainly, the paper seeks suitableapproach for MulingCity funds management, through some developed areas: such asthe United States, Japan, France and other funds for rural compulsory education andinstitutional management model. The sixth part are propose appropriatecountermeasures of funds for rural compulsory education management Muling. Theseventh Part summarize the main points and conclusions of this study.
