The human cultural developing history is the division history of human society and career, and the continuous completing history of all kinds of careers. colleges and universities’ staff which is different from the position of teachers and the civil services has been increasingly conformed in the developing progress of history. The staff is the person who takes charge in managing and serving in the institution of colleges and universities. In order to promote the modernization of higher education, the development of teachers and educational staff has become indispensable and increasingly important. Meanwhile, during the process of promoting the teachers’ engagement system, It is especially important to establish an advanced, highly capable and effective team which is matched to the ability of the educational staff. Consequently, a positive and innovative educational staff as well as a highly effective management system will be conducive to improve the competition of the school, and fulfill the function of the colleges and universities.The development of Chinese colleges and universities educational staff has gone through three special stages, which are the cadres’ period of traditional administration, parallel working position period between professional technique and management, and the gradually clear period of being educational staff. As the launch of the educational staff system dated in 2000 in five colleges and universities, the system has showed an apparently improvement: Pay system has been implemented instead of the system of lifelong tenure. Established a scientific and rational management system which is proper for the development of educational staff. Established an advanced, highly capable and highly effective educational staff and so on. In regard of the current educational staff system, there exist some problems to be improved. For example, the blurred self-development orientation, the imperfect system, the unsound related policies and regulations, and the social environmental issues. The reason mainly relays on the lack of right career ideas of the staff, the shortage of the execution from theory to practice on the aspect of the system, and the lack of historical precipitation in the educational staff development. However, America and Japan are the educational developed countries, which have their own features. For America, the system has a clear positional development, sound institution and mature professional supporting organizations and so on; For Japan, the system mainly surpasses in the professional development of the staff, diversified training methods and the high professional reputation. Taking the successful experience of American and Japanese colleges and universities’ systems for reference, combining with the China’s national conditions and the actual development of domestic system, the ways to strengthen the improvement for it are as follow: Improve the overall educational staff system by enhancing the staff refine classification system, specifying the qualification of employment of the staff, promoting the staff appraisal system and strengthening exploitation of the training system; Improve the external situation of the staff team by upgrading the staff’s reputation, making better the social environment and carrying forward the legal construction of the development of the staff. In this way, it could contribute to a better developed road for our national educational staff system.
