In 1986, the first professional development school appeared. From 1990 to 1994, 344 new professional development schools was built throughout the United States. It showed that more than 1000 professional development schools was built by the the beginning of the 21 st century. The development of professional development schools can be divided into three stages: the start-up period of the 1980 s, the rapid development of the 1990 s period, the standard development period of 2000 to present. So rapid development of the professional development schools was inseparable from the various guarantee measures of each stage.At the start-up period of the professional development school, the guarantee measures were unitary. All donations had provided the certain material resources. But during the operation process of the professional development schools had appeared a variety of disadvantages of them, such as teachers’ professional level was low, the internal organization of professional development schools were not standard, the financing source were not stable, and so on. All of this made a lot of professional development schools couldn’t sustainable, and some of them only stayed in the collaborative cooperation level.To its rapid development period, the guarantee measures for the professional development schools were strengthened during this period. The relevent policies were enriched, there were also more scientific planning of the capital for professional development schools. But the practice of it encountered some problems like inadequate legal system, imperfect management system and irregular function mechanism. The evaluation system of the professional development schools was not specific enough to better reflect the teaching effect of the professional development schools, and this greatly influenced the further development of the professional development schools.Since 2000, the guarantee measures of the professional development schools were more perfect and detailed. The operation management of the professional development schools were more standardized; The The formulation and implementation of the evaluation system were more detailed and strict. The funds to support the professional development schools are more stable. But there were still problems remain unresolved for the development of professional development schools which restricted the further development of professional development schools.In this paper, we study the guarantee measures at each stage from the perspective of historical development. Its inspiration to us is that we should strengthen the construction of teachers’ education laws and regulations and perfect the laws and regulations system of teacher education; we should set up the corresponding incentive mechanism of sufficient funds and create a good professional development platform; The most important one is we should coordinate the relationship actively between the parties and attach great importance to the active collaboration of all parties concerned, and it is conducive to strengthen the cooperation of normal colleges and primary and secondary schools in our country, then set up institutions to cultivate teachers, teacher development schools, thus it has great practical significance to our country’s teacher education reform and development.
