With the initialization in the U.S.,the cooperation between universities and primary / secondary schools developed stage by stage and became mature over years.However,from the historical perspective,the development of the cooperation was not so smooth as there was more and more demand on the professional education on teaching.Eventually,the trend of professionalism on teaching was embedded with the advancement of professional education during 1980 s in the U.S.Throughout the advancement of professional education,the universities continued to cooperate with primary / secondary schools,and policymakers advocated the approach of establishing new institutes – Professional Institute of Teaching as the effort of reforming for lecturers in universities and teachers in primary / secondary schools.In the approach of Professional Institute of Teaching,the professional education and capabilities of teachers were improved,and the cooperation between universities and primary / secondary schools was strengthened through the implementation.On the other hand,some important problems emerged along with the establishment of Professional Institute of Teaching,which seriously affected the professional development of teachers.This project focused on the research of Professional Institute of Teaching.The central issue was the cooperation between universities and primary / secondary schools,and we analyzed the potential problems discovered in the process of the cooperation and the significant causes of these problems.We thus presented the effective strategies to resolve these problems so as to achieve the goal of advancing the development of professional education for teachers.We further applied these strategies and provided some suggestions for the cooperation between universities and primary / secondary schools in China.The research thesis includes the following six sections:The first section is the introduction.It introduces the motivation,current research background and prospective research directions,Theoretical basis and provides specific definitions on relevant concepts.The second,third,fourth and fifth parts are the main parts of the paper.The second part describes the history and basic status of American Teacher Professional Development Schools,including the types,modes and processes of cooperation.The third part is to analyze and study the operation and guarantee mechanism of cooperation between universities and primary and secondary schools in American Teachers' Professional Development Schools.The specific internal operating mechanism includes four parts: objectives,contents,powers and responsibilities,and implementation measures.The specific external safeguard mechanism includes policies,funds,systems and evaluation methods.The fourth part is an in-depth and comprehensive analysis of the effectiveness of cooperation and cooperation;the fifth part is to propose improvement strategies to improve cooperation.The sixth section concludes.With the foundation of the research in the U.S.,we provide the overview of the current status of the cooperation in China and render some new suggestions for policymaking.
