Implementation Research On The Transition Policy Of Independent College In Guangdong A Independent College

Independent college is a special mode of Chinese higher education system in a special period. It has run for 15 years, independent college represents a major change in the development process of China’s higher education. In this process, as a symbol, the Ministry of Education in 2008 was awarded the "independent college setting and management"(herein referred to as the transition policy). This means that the state education administrative departments will gradually improve the school in transition mode and standardized it’s development. And finally help independent college included in Chinese higher education system. The effective implementation of the transition period policy, relations with nearly 300 independent colleges’ future improvement of the state, and has an great significant to improve the educational strength of independent colleges and the overall level of Chinese higher education. However, the transition policy of independent colleges is still in the exploratory stage, a lot of supporting policies is not yet perfect, so there has many difficulties and problems encountered in the implementation process.This paper taking A independent college for example, based on the research on the implementation of the transition policy in A independent college, through literature analysis methods, empirical analysis and interview methods. And use Smith mode to analyze the implementation process of A independent college from these for aspects: idealistic policy, implementing agencies, target groups and policy environment. The research shows these problems: unreasonable policy design, details of the disputes continue; limited actuator dynamics, the slow pace of policy implementation; target groups varies, standardized heavy resistance; the changing policy environment, the lack of a legal basis to support other issues, resulting in the transition policy implementation is not well. To this, this article from the policy options, actuators, target groups, the policy environment, from the four aspects of the policy from adjustment setting standards, improve the profit distribution terms, give full play to the functions of the management function of colleges and universities, matrix for independent college to strengthen policy study and run the independent college according to the policy strictly. And in addition perfect the internal and external economic and legal environment aspects to perfect A independent college transition policy. Finally, the paper considers A college can perfect the implementing of transition policy from these four aspects: policy options; implementing agencies; target groups; policy environment. And hope this will not only help A independent college in sustainable healthy development but also to provide experience to policies of independent colleges.
