The Study On The Policy Implementation Of Physical Health Of Students Based On The Smith Model

Based on the opinion strengthening Youth Physical Education and Health of state council of the control committee of CPC,this paper made a survey on the implementation of students' physical health in universities of Fujian,Fujian Province on the basis of· Smith Policy implementation Process Model Theory,which includes:ideal policy,implementation institution,questionnaire target population and condition..In this paper,seven methods are mainly applied:documentation logical analysis mathematical statistics,comparative analysis,interview and field survey,which enables the author to point out those shortcomings and put forward related strategies in terms of the systematic analysis on the implementation details.This will make a big difference to the implements of in universities in Fuzhou.It's main conclusions are as follows.1.Policy:These universities in Fuzhou have well-designed scheme and contents when conducting such a policy.However,its policy system needs to be improved.2.Organization and Institutions:In universities in Fuzhou,there exists unreasonable organization and establishment of Sports Department and other function departments for there aren't clear responsibility undertakings.Besides,universities cannot announce an feed back physical health policies with their informal tools in time.Also,physical teachers ha-ven't got compulsory supervision from governments,Department of Education and universities.This,a mechanism,for the examination and supervision as well as for the reward,should be improved.3.Target population teachers or leaders know less about such a physical health policy through they stand for its implementation.4.Condition:Teacher hold that the lack of advertisement for policies and of capital support for sports facilities is short of both teaching need and students' daily exercise,which has badly stopped students',capability from playing a point.In order to solve the disadvantages mentioned seven strategies are put forward as follows:1.Improve students',physical health policy;2.Encourage more communication between relative institutions to reduce implementation obstacles;3.Improve conduction effect by making smart use of implementation tools;4.Enhance examination and supervision mechanisms for an effective control;5.Encourage target groups to pay more attention to relative policies;6.Improve the skills of target groups;7.Create an enhancing condition for policy announcements and facility establishment;...
